Reading Borough Council has designated a district-wide Additional Licensing Scheme, which will come into force on 1 March 2026 and remain in force until 28 February 2031.
The scheme will apply to certain HMOs in Reading that are not already covered by Mandatory HMO Licensing, requiring landlords to hold an Additional HMO Licence if they rent a property which is occupied by 3 or more persons comprising of 2 or more households.
It is an offence to operate, manage, or control a property that requires an Additional Licence without a valid licence in place or without a duly made application being submitted.
Applications must be made via Home Safe, the Council’s appointed delivery partner for the scheme. Applications open to landlords on 1 March 2026.
