Hackney Carriage and Private Hire Licensing Policy

The Hackney Carriage & Private Hire Licensing Policy is a one stop policy providing all of the polices used to licence and manage through enforcement powers, Hackney Carriage and Private Hire vehicles, Drivers and Private Hire Operators. The policy draws on the Governments Statutory Standards which was introduced to provide a minimum set of standards for local authorities to work within along with best practice guidance issued by the Department of Transport.

We are looking for interested parties to comment on the policy document either agreeing or disagreeing with each policy point and where disagreeing, adding what you would like the policy point to say.

The consultation closes on 27th October 2025.

We are looking for comments on the proposed new Hackney Carriage & Private hire Licensing policy. Its a large document with the first 6 sections providing an over view of the policy, including the legislation and guidance (S.2 ) that has been used to develop it. You are invited to read through each of the policy sections (s.7 - s.9 and appendices A - J) and comment on any points you don't agree with. Where you disagree with any policy point, you are encouraged to comment how you think the policy point should read.
