
Hackney Carriage and Private Hire Licensing Policy
The Hackney Carriage & Private Hire Licensing Policy is a one stop policy providing all of the polices used to licence and manage through enforcement powers, Hackney Carriage and Private Hire vehicles, Drivers and Private Hire Operators. The policy draws on the Governments Statutory Standards which was introduced to provide a minimum set of standards for local authorities to work within along with best practice guidance issued by the Department of Transport.
We are looking for interested parties to comment on the policy document either agreeing or disagreeing with each policy point and where disagreeing, adding what you would like the policy point to say.
The consultation closes on 27th October 2025.
Phases
Results & outcome
Comments provided by interested parties through the consultation process will be considered against the proposed policy points within the document. Where policy points have received constructive comments for change, these proposed changes will be documented in the policy review report to be considered by the Licensing Applications Committee in February 2026.
Officers will compile a report for members providing the levels of support for any particular changes to the policy and any recommendations for consideration. Committee members will then have the opportunity to question officers and interested parties before any decision to approve the policy document with or without any changes is made.
