Introducing Emissions-Based Charging for Parking Permits
The Council is proposing to introduce emissions-based charging for Parking Permits. This means that drivers of the most polluting vehicles would pay more for their permits.
It is well established that vehicle emissions negatively impact air quality. As part of our commitment to improving air quality and reducing reliance on private cars, the Council is considering using permit pricing to encourage alternative, more sustainable modes of transport. Emissions-based charging will also help us achieve our goal of becoming carbon neutral by 2030.
We recognise that these changes will not alter travel habits overnight. Instead, the aim is to encourage residents to consider their options when purchasing a new vehicle or making short journeys.
This proposal will affect all permit types, not just resident permits.
- We estimate that around 50% of cars will fall into the lowest emissions category and see no change in permit charges.
- A further 25% of cars will fall into the first band and see a small increase. For example, for residents in this band with a petrol car, the change would be an additional 18 pence per week.
To understand how this proposal might affect you, we encourage you to check your vehicle’s CO₂ emissions here: https://www.gov.uk/get-vehicle-information-from-dvla .
Please note: Visitor permits are not included in this scheme at this time.
We want to hear your views on this proposal.
The consultation closes on 16 October 2025.
