Reading's Post 16 Transport Policy Consultation

Reading Borough Council is consulting on proposed changes to the support available for young people aged 16 to 25 who may need help with travel to education and training, as set out in its Post-16 Transport Policy Statement. The proposed changes include clarification and simplification of eligibility criteria, clearer information about transport assistance options, the introduction of charges in certain circumstances, and measures to promote independence.

The Council is committed to supporting access to education while promoting independence, preparing young people for adulthood and making the best use of public resources. Before any decisions are made, we want to hear the views of families, young people, education providers and other interested parties.

The proposed changes would apply from September 2027 and will not be introduced before then.

Face-to-face consultation events will be held with the Director of Education and officers from the Home to School Transport Service. Details will be published on the Council's website: Reading Directory | Reading's Post 16 Transport Policy Consultation

The consultation relates to the following proposed changes:

• Removal of references to Brighter Futures for Children and the Company following the return of children's services to direct management by Reading Borough Council.
• Introduction of proposed charges in certain circumstances, together with clearer information about when charges may apply.
• Greater emphasis on independent travel and the support available from the Council, schools and colleges to help young people develop the skills and confidence to travel independently.
• Increased focus on Independent Travel Training as part of preparing children and young people for adulthood.
• Wider use of Personal Transport Budgets where these provide a safe, suitable and cost-effective alternative to Council-arranged transport.
• Clarification and simplification of eligibility criteria and transport assessment arrangements following feedback from families.
• Greater clarity about the travel assistance options available.
• Further clarification of arrangements for learners aged 16 to 19 and young adults aged 19 to 25.
• Updates to contact details, application processes, governance arrangements and policy wording to reflect current Council services and statutory guidance.

The closing date for responses is 5 October 2026.
