Phases
Consultation
At Council on 15 October 2024, a summary of issues relating to certain Traffic Regulation Orders (TROs) was reported (report available here) and a rectification process agreed (report available here). TROs underpin the restrictions that we can apply to adopted Highway land, including those related to parking, bus lane and no-entry restrictions.
The agreed rectification process involves advertising new, permanent TROs to address the issues identified on these TROs. Officer delegation for considering objections and making TRO implementation – or otherwise – decisions was also approved by Council. Council agreed to an Action Plan that was proposed by officers to address the issues that led to some of these errors, to mitigate the risks or recurrence and to provide assurance that processes were in place to address any further TRO issues that may arise.
Following the latest report to the Traffic Management Sub-Committee in November 2025, we are now carrying out a statutory consultation regarding a pay and display parking bay on East Street so so that the TRO may be brought back into compliance and enforcement recommenced with the restrictions presented on street. The drawing at the bottom of this page shows the location of the bay.
Should you wish to object to the proposed restrictions, or provide other comments, please respond to this consultation and provide your clear reasons. In accordance with the current Freedom of Information legislation, the Council may publish and/or disclose the entire content of any correspondence (including letter, forms or emails) sent in response to this consultation and such responses may be subject to public scrutiny.
As previously stated in press releases, any existing signs related to the restrictions proposed in this consultation are not currently being enforced. The outcome of this consultation will be the sole determining factor in deciding whether these signs are retained or removed. The presence of current signage does not imply any predetermined outcome and all responses will be considered impartially to ensure a fair and unbiased decision making process.
